At 5'1" and 105 lbs, you are quite petite.  It would be reasonable for you to be a B or a C cup.  During breast reduction surgery, the circulation to the breast skin and nipple must be kept intact when the breast tissue is removed.  This means that there is a limit to how small your surgeon can make your breasts with a reduction.  You should discuss what size you'd like to be with your surgeon beforehand.

From the photograph you have provided, it looks like you are relatively young and have a lack of definition at the jawline and neck.  It looks like you have extra fat in these areas and would see a significant benefit from liposuction alone.  Liposuction would give you a much more contoured neck and jawline and has a quick recovery. The results are long lasting. I wouldn't recommend more invasive surgery such as a necklift at this time.

A standard Tummy tuck removes the skin from just above the belly button down to the pubic bone. If there is a lot of loose skin present, a limited amount of additional skin above the belly button can be removed.
The remaining skin is pulled taut and down. It is not possible to remove most stretch marks that are above the belly button, but they will look better after surgery because the skin will be pulled tighter.

You will most likely need to have another procedure done but it is difficult to make a recommendation without seeing you.

However, if you have hanging skin or poor skin elasticity, you may be better off with a formal neck lift which is a more involved procedure. I would advise you to seek consultation with a board certified plastic surgeon who can examine you in person and discuss the different options with you.

I don’t think that you should undergo tummy tuck surgery while you have a cold. This is an elective procedure and should be done under the most optimal circumstances both for your safety and for the best outcome. If you continue to cough a lot after the surgery, the increased abdominal pressure will cause you to have more pain and possibly strain the muscle repair.

If you have a large amount of loose, hanging skin in the arms, the only way to really tighten it is to undergo a brachioplasty procedure. The scars are long and typically do not heal as nicely as scars elsewhere. They are placed on the under surface of the arm so they are not visible when your arms are down by your side. It is definitely a trade off — scars for better arm contour. I would advise you to look at lots of pictures of brachioplasty scars so that you can judge for yourself.
