Depending on the flaccid skin degree and the abdominal muscle tone we make the decision to do a mini, full, extended Tummy Tuck.
You have a severe degree and you are a perfect candidate for a Full Tummy Tuck.
Sadly to say, losing weight, exercise, massages, creams, or even liposuction will not make any improvement on your loose abdominal skin.
Nothing will tighten your loose abdominal skin to this point. Be encouraged.

Tummy tuck not laser lipo for loose abdominal skin after weight loss
What you need to know is that after substantial weight loss, there is likely to be too much skin laxity (as I see in the photo) for laser lipo or any version of liposuction alone to give you a good result.
If you do choose do do laser lipo first and then decide on a tummy tuck, the scarring from the laser can make the procedure more complicated and possibly compromise your result.

Tummy tuck or lipo
Though it is only partial one, so it is difficult to give you a definitive answer. A full front and side view would be very helpful. If your goal is just to thin your loose abdominal skin with some tightening, than lipo will be ok. You have to understand, that there might be some irregularities due to the skin laxity and your belly button shape will remain unattractive. To get a youthfull skin with nice belly button you will need, at a minimum an extended mini tummy tuck.
To give you best advice, you will have to be examine and your upper and lower abdomen skin and muscle laxity assessed. Consult only with experienced board certified plastic surgeons who operate in accredited surgery center for your safety. Most importantly, check the before and after pictures to make sure that they are numerous, consistent and attractive. Tummy tuck or laser lipo?
It is wonderful that you are achieving your weight goals prior to surgery. It will give you a better and safer result.You appear do have significant skin laxity. As you loose weight the skin tends to get loser not tighter. Removal of more fat through liposuction of any type will likely make you looser, even laser lipo.

Tummy Tuck or Liposuction
While liposuction will thin the fat layer, it will not tighten your skin enough to eliminate the sagging. Sometimes after lipo alone, there is more loose skin. Despite the marketing claims, laser type liposuction does not lead to a significant amount of tightening.

Tummy tuck vs lipo
Your best result would be with a tummy tuck. This is the only way you will be able to get rid of the excess skin. As you know that means a larger scar but the trade off may be worth it for you. The scar can be hidden in a bathing suit. Liposution, regardles of type will not get rid of the excess skin.
