It is best to examine you in person and in the sitting position to see how much skin laxity you have in the lower abdomen. Nonetheless, after 1 year there should be enough laxity to improve the scar position. Also the scar can be improved by improving its symmetry. This can be performed with the breast revision. Based only of the few posted photos I DO NOT think you could lower your TT scar. You might wish to consider as decorative tattoo.

It might be possible to get the central scar down if you have some laxity. I cant tell how far lateral the scar goes. If it goes up on your hip then you are going to have to adjust the style of clothing, bathing suit that you wear. (Jonathan Saunders, MD, Newark Plastic Surgeon)

In general, I think it is unlikely that the scar can be lowered much from its current location so I would lean toward saying that it is probably not worth it. TT scar revision is something that needs to be addressed in a personal consultation to be able to feel your skin elasticity and what could really be achieved. It can always be lowered a little bit, but that could cost you not having a perfectly round belly button because of the skin traction underneath it.
There is when your second question would enter: “Would it be worth it?”.
