Tummy Tuck Should Remove Most Stretch Marks
A tummy tuck should remove the majority of your stretch marks which are at or below your umbilicus. In addition the muscle tightening should largely correct the laxity in your central abdomen.

I think you are an excellent candidate for tummy tuck surgery. This operation will serve to remove “a lot of extra skin” and reapproximate the abdominal wall muscles that may have spread with weight gain/loss and/or pregnancies.
This will tighten up the abdominal wall and help narrow the waistline. The pubic area can also be addressed if necessary. The loose skin and stretch marks from the belly button down will be removed. Some of the stretch marks above the belly button and along the flank areas will remain, but will be lowered. The incision can be kept low and hidden and undergarments/swimming suit.
You are lucky in that the quality of the skin of your upper abdomen is quite nice; this skin will be “redraped” and should contribute to a very nice end result. I think you may be a little too hard on yourself; I doubt that you have 25 pounds to lose. Based on your photos, you appear to be a great candidate for a tummy tuck. Your stretch marks from your belly button down to your pubic area will be removed. The small amount of stretch marks just above your belly button will still be with you, however, they will be much lower after the surgery – close to your pubic area.
