Stretch marks after childbearing
It seems as though that you have stretch marks in the lower and mid abdomen. Unfortunately I do not feel that there are any terrific nonsurgical options for stretch marks.
While people have tried to address stretch marks with lasers I feel the results are mixed at best.
It is possible that tummy tuck may offer some improvement but you would need two see a a board certified plastic surgeon to be evaluated.

First of all, congratulations on your babies. The picture you sent is not very clear. In order to better access your situation, I recommend uploading a closer image of the front of the abdomen and a good side view pictures as well.
Lastly, since you are only 20 years old, you need to think about whether you are going to have more babies and if so, when? If you’re thinking of having anymore babies in the near future you may not want to do anything cosmetic wise.

Although your frustration regarding the stretch marks is understandable, be careful that you do not waste a lot of time and/or resources on modalities such as laser surgery, thermage, cool sculpting (none of these modalities will be helpful for patients in your situation).
Also, in addition to the stretch marks, you are likely dealing with significant “spreading” of the abdominal wall muscles that can be especially troublesome after twin pregnancy. This can be a nuisance especially when you are flexed/bent at the waist.
Although I would not venture to give you advice based on the limited information provided, generally speaking, the “ideal” patient for tummy tuck surgery is one who has completed pregnancies, is psycho socially/emotionally/financially stable, has an excellent social support system surrounding him/her, is capable of arranging enough recovery time and who has reached a long-term stable weight.

I’m not exactly sure what you don’t like. I’m guessing there are a gazillion women that would want to look like you even without having children! I wouldn’t be so hard on yourself. That being said it’s not about everyone else but rather about you. So if there is something that you don’t like I would certainly support you in trying to do something about it. It does not appear the you need any surgery so I would look into non-surgical ways to reduce small areas of fat (Coolsculpting, ultrasound), and tighten the skin (various lasers). The photo you sent indicates that you have an excellent abdomen after twins! Surgery is only indicated if you are done having kids and if there is extra skin, muscle laxity or extra fat. I don’t see signs of any of those. The stretxh marks are permanent but will get better with time. Congratulations on your children and take care of yourself and don’t be too harsh on yourself.
