Hi Iddymond,
From what you've described, it sounds like the person performing your treatment used settings that were too gentle to bring about the physical change you were seeking (under-treatment).
With BBL treatments meant to target sun damage, age spots, freckling etc., an immediate darkening of the spots in question should occur; when proper settings are utilized.
