I am sorry to hear about your experience- though rare- this is an unwanted risk of botox. But the good news is that it will wear off and should be back to normal in a few weeks to months. There are many factors that contribute to uneven skin texture under the eyes. I would recommend having a consultation with a board-certified physician to discussed the options- many times there isn't just one treatment regimen. In general- fillers or fat transfer may be useful for fat loss, but in some cases these can exacerbate the issue depending if you have any protruding fat pockets under the eyes. Juvederm is easy to dissolve with Hyaluronidase (vitrase or hylenex are brand names). I would call the office to discuss this issue with your physician. They likely do have hyaluronidase or can order it for you. Rest assured it will dissolve on its own in a few months!

You can always add more filler- so I would start conservatively at your first appointment. The lips typically swell a lot right after filler so waiting for them to settle and adding more if you desire larger lips would be ideal. I would probably not add more than a half of a syringe. The bottom lip should always be larger than the top- so depending on how large you make them you may add a little bit into the bottom as well.
