It looks like a little filler would be great for you such as Volbella or Restylane. Laser would not be helpful unless there is excess pigmentation contributing to the under eye circle effect, which it does not look like there is. You are young and do not need laser skin resurfacing at this point. It looks like in your case the dark circle is from shadow from a deeper crease between lid and cheek, and filler is able to blunt this crease quite well and minimize the shadowing. Hope...
