Cleavage is usually dependent on anatomy and surgical technique. Your anatomy suggests that cleavage is potentially achievable. Part of the limitations are because of where your muscle insertion is on the sternum which can't be seen on the photo and partially it is dependent on the surgical technique and how the surgeon treats the muscles.
The caution in trying to hard to get cleavage is the risk of developing symmastia. You can look up symmastia on this site.

First make sure your surgeons is aware of how concerned you are about the problem, even insist that he look at it, if he hasn't
Patient's usually don't like hearing "just give it time it will get better", even when it is true. 2 months is fairly early but there are treatments that may help. Some treatments include therapy with ultra sound, deep massage and a home program of heat and massage. Be sure and keep your surgeon informed of what you are doing.

Physicians will usually explain why they have instructed a patient to do something, if the patient asks. A call to his nurse to get the inquiry started would be best.
Most surgeons give postop instructions that have worked for them and their patients, but they should answer questions when they arise.

The more recent recommendation for weight affects on surgical risks are based on a patient's BMI or body mass index. Your BMI, 5' 2" and 220 pounds, is 40. A BMI of 30 or below would give a patient a near normal surgical risk. A BMI of 35 doubles nearly all a patient's risks, and a BMI of 40 give a patient 4 times the normal surgical risk of a BMI of 30. Women usually avoid breast lifts because of the scars on the breasts. With the appearance of your breast shape and nipple position you are going to need a breast lift. Most patients choose an implant if they wish a size increase or additional upper fullness that cannot be created by a breast lift alone.
This is a difficult procedure and you should look for a Board Certified Plastic Surgeon, a diplomat of The American Board of Plastic Surgery.

I agree you are a candidate for liposuction and fat transfer BBL. You will get good results from those procedures.
Abdominoplasty is a significantly bigger procedure and should be done if the excess skin bothers you or if you have significant muscle weakness. Also discuss with your surgeon any change in risks when doing the abdominal suction at the same time as the abdominoplasty.

From a skin only perspective, either will likely give you and improvement. Your pictures do suggest some diastasis, separation of the muscles that could be adding to the bulge you show. If you wish the muscle layer tightened, particularly in the upper abdomen, that would best be done with a full tummy tuck.

You didn't mention whether you had an implant or not. Assuming you did not have an implant normal healing will occur over another 8 weeks or so. The wound appears almost completely granulated. You will soon notice the wound will appear to shrink and become covered with new skin cells. When it is healed it will be pink and a little firm, but will improve over a year or so. Barring other factors, these heal reasonably well and only a few will bother a patient...

If you have already seen a plastic surgeon and that was the implant selected...and he couldn't answer your question, get the bra you want to wear and ask to try the implant with that bra and see how it fills the cup. If you haven't seen a surgeon yet, it is still a viable idea to take a bra with you when you are sized.

I see you have already had a number of good opinions.

I would only add 2 thoughts. First, Liposuction at the same time as abdominoplasty is an option for many patients, patient selection is important. Combining the procedures does requires understanding and acceptance of the increased risks.

Secondly, a number of patients seeking abdominoplasty are candidates for pre-op Coolsculpting to deal with the fat non-surgically before the abdominoplasy.

Regardless of how far out you are, I would recommend that you call your surgeon. If you are doing too much too soon you need to find out your restrictions. If you are several weeks/months out you should see if he wishes to see you.
