Depending on the depth of the scar, either excision of the scar en bloc, or subcision with filler in the office are both viable options. If you have darkly pigmented skin, then it may take several sessions to achieve the improvement you seek while minimizing the risk of hypopigmentation. The key is to replace the scar with another material, and hyaluronic acid fillers are fantastic for this purpose.

Threads can be placed anywhere you like, so if you want only the jaw to be tightened, that certainly is an option. However, you may find that a little lift in the midface also nicely supports a V-shaped face, as it adds to the ogee of the face over the high point of the cheekbone. Threadlifts wear off after 6-12 months, so you can certainly try it with minimal consequence.
