Whether or not you are a good candidate for a tummy tuck will depend on the thickness of the fat layer above the belly button. This would require an examination.
You have a combination of skin excess and too much thickness of the upper abdominal skin. This fatty layer should be first addressed with weight loss.

A Tummy Tuck will certainly benefit you in getting rid of the overhanging apron and tighten your muscles. Liposuction will give additional benefit for the sides and frontal shaping. Although your height an weight is not listed, it appears from your pictures that you may be too overweight at this point to be considered a good candidate for a tummy tuck. The closer you are to your ideal body weight, the better results you will have. The more obese you are the greater the chances of complications as well such as wound healing issues, seroma formation, DVTs (blood clot in the large veins of the legs) and Pulmonary embolisms (blood clot in the lungs).
