The best way to tighten your skin, improve the contour, flatten any muscle laxity is through a tummy tuck (abdominoplasty). While non surgical options exist they are not prudent in your case based on your pictures. I would see a board certified Plastic Surgeon for a consultation.

Yes, to a certain degree the breast can heal after radiation however surgery like a breast reduction following radiation is unpredictable. Often times healing becomes a big issue including edema of the fat, and possibly a less desirable cosmetic outcome. Depending on the side of the reduction your risk can be minimal or great. Coolsculpting after Sculpsure?

The effects of SculpSure can take up to 12 weeks and I would wait this time period prior to undergoing any further fat reduction treatment. SculpSure has the advantage of tightening skin which we have seen in most patients.  This is a significant advantage over Coolsculpting.

SculpSure usually causes minimal discomfort but many patients feel no papain no pain at all. This is unlike many of the other contouring devices. The energy delivered by the laser will reach and kill fat cells despite no pain!  
After a session of Sculpsure, where exactly does the fat go? How exactly is it eliminated?

The damaged fat cells will be removed into the lymphatics and placed through the blood stream and filtered through the kidneys. Hydration is important post procedure for this purpose.

It's really important to have an experienced provider apply the appropriate treatment especially in off label applications. The applicators will treat directly under them but also will have a feathering effect to more peripheral areas.

Arms can be done.

SculpSure doesn't have the indication currently for skin tightening but it certainly makes sense!  Heat causes contraction. Unlike cooling the skin the heat delivered with this laser will tighten skin and this is what I have found in all patients treated. In subsequent treatments, one would expect a further 24% reduction in the treatment area. 
What are the exact reasons SculpSure is recommended only for people at or near their target weig
No weight loss expectations

In the studies, weight loss was a minimum of at all, while inches were decreased for the treatment area. Just as liposuction should not be as a weight loss tool, SculpSure is similar.  The recommendation is for treatment at and under a BMI of 30.  However, debulking of problem areas can be effective. 
How can this laser go down deep enough to melt fat away and not burn you?

The SculpSure 1060nm diode laser heats tissues as all lasers require for effectiveness. As with all layers, cooling the tissues is required. SculpSure alternates a cycle of heating and cooling to avoid skin burn. The wavelengths are able to penetrate into the subcutaneous fat in a cone shape configuration. Fat cells that are sensitive to this heat will be destroyed. Certainly those closer to the activation plate will be more affected than much deeper tissues.

SculpSure has the advantage of not requiring fat to be sucked into a vacuum to improve a particular area. Coolsculpting and SculpSure have equivalent efficacy of reducing 24% of fat in a given area. However, SculpSure has the advantage of not needing to distort the tissue to be effective.  Therefore, I have found SculpSure to be much more versatile to tailoring the fat reduction by placing the applicators in a patient specific configuration. 
Who is the ideal candidate for Sculpsure?

The suggested candidate has a BMI< 30. The utility of this device is for area of stubborn fat. Despite a healthy lifestyle there are areas that refuse to improve. This is the scenario optimal for SculpSure. Placed on the lower abdomen or love handles, patients will experience a 24% reduction in fat from the area of treatment after 12 weeks.
