Tummy lipo or something else?
Looks like you may have a small amount of excess tummy fat that just about any lipo could help assuming your skin still has good tone.
On the other hand it could be just your posture in the profile photo but it looks like maybe your ab muscles and fascia was stretched out with the pregnancies and if that bulge remains inspite of exercise, tightening the muscle fascia is the only answer to that.

Liposuction vs Tummy Tuck

Nonsurgical vs surgical fat removal ?

Excellent questions and it shows you have done your research. Although you did not share your height, weight, exercise and eating habits, from the appearance of your tummy you do not appear to have enough laxity to warrant a tummy tuck (abdominoplasty).
In the setting of optimal healthy eating and a good exercise regimen, those patients who still find they have stubborn fat deposits are generally ideal candidates for traditional tumescent liposuction, generally with excellent and predictable results with minimal risk of complications, all of which would be reviewed in much more detail during your consultation with a board certified plastic surgeon.
The less invasive techniques are generally quite expensive, with limited long term benefit. As far as fat transfer to your breasts, this remains a controversial technique that we use primarily for minor corrections in breast reconstruction after mastectomy, or in revision breast augmentations, again with small amounts to refine minor asymmetries.
But you will find very few board certified plastic surgeons offering this as an alternative to traditional breast augmentation with implants, since the technique has not yet been perfected, nor can you expect predictable long term results from a single fat grafting procedure, as you can from a single breast augmentation with implants.

Abdominal contouring
Surgical fat removal is likely a better option for you, based on the photos. Your skin quality seems good, which will allow for a nice “redraping” over time. Smart lipo, which adds laser energy to the lipo, would also improve your result. Regarding cool sculpt, results are variable, and not as impressive as lipo, but it is non invasive. Fat transfer to the breast is also a great option. Usually traditional lipo is done to harvest the fat, then the laser can be used internally to tighten the skin.
