As long as you have enough loose skin above your umbilicus, a full tummy tuck will remove all of the scar below the belly button. Even if there is not enough loose skin to remove all of this scar, a significant amount of the vertical scar could still be removed leaving you with an inverted T-scar extending part way up from the mons. The photos do not show enough to tell if a full tummy tuck scar revision surgery is a possibility, and even then an exam is required. That is certainly one answer and a good option if the upper abdomen will allow that much stretch.

I do not think you have enough loose skin on your upper abdomen to pull all of the scarred skin down and remove it through a lower horizontal incision.
I do think a vertical excision and removal of excess skin is a good option, but that leave a vertical and not a horizontal scar.
