Depending on how much excess skin you have, the usual skin that is removed with a tummy tuck is from the pubic area to the belly button. If you have a lot of excess skin more can be removed, thus eliminating most of your stretch marks.
I usually place my tummy tuck incision at the pubis below the C-section scar so the scar is removed with the excess skin. The bad news is that stretch marks, which are separation of the deeper layer of the skin, cannot be successfully treated without surgical removal. The good news is that stretch marks below the belly button and some above the belly button will be removed by a tummy tuck.
In your case, your lower incision would be below your C-section scar and the upper incision would be above your belly button. The exact location of the upper incision will be determined during your tummy tuck but should be a few centimeters above your belly button. Stretch marks can be removed by a Tummy Tuck
Stretch marks can only be removed by excision. A tummy tuck typically removes the skin and underlying fat from the belly button downward. Since you have stretch marks above this location, they will not be removed but will shift down to a lower position on your tummy when the surgery is done.
In regard to your C-section scar, this should be eliminated when you have a tummy tuck (whether it is vertical or transverse on your abdomen). The only way to remove stretch marks is to get rid of the skin
If you have skin laxity and stretch marks, a plastic surgeon can help to get rid of this problem. By performing abdominoplasty, or tummy tuck, he can remove the excess skin ,including stretch marks . Any stretch marks that are left in skin that isn’t removed ,will be less noticeable because the skin is pulled tighter. It’s not unusual for women to develop redundant saggy skin, weakened abdominal muscles and stretch marks following pregnancy. In many cases, women find these stretch marks more bothersome than the loose saggy skin and weakened muscles associated with this condition.
For this reason, they often seek correction of this problem. In most cases, stretch marks are located below the level of the umbilicus. In this location an abdominoplasty not only removes the excess skin and tightens the abdominal muscles, but also removes the stretch marks as well.

Stretch marks and tummy tuck
An abdominoplasty can typically help to get rid of most of the stretch marks below the belly button and above the pubic region. In an effort to keep the scar low, I routinely place my incision below the existing C-section scar.
This will remove the scar and help rejuvenate the mons pubis area as well. Depending on the amount of skin laxity present, all of the skin from the belly button (and sometimes above) can be excised and the upper abdominal skin move inferiorly. If there are stretch marks in the upper abdomen, they will still be there, but in a much lower location and much easier hidden with clothing.
Sometimes the new tightness and stretch can help make those stretch marks less noticeable as well. Probably half of the stretch marks can be removed with surgery.
Usually there is not enough loose skin to be able to remove stretch marks above the belly button and the hips. The length of the scar for a tummy tuck will be longer that the “C-section” scar. It sounds like you will be a good candidate. The stretch marks between the belly button and the pubis will be taken out with the operation. The marks superior to the belly button will be pulled down to below the belly button. Most c section scars can be incorporated into the remaining scar. See a board certified plastic surgeon.
