Tummy tuck treatment
If you are finished having children, tummy tuck is the best treatment. You have stretch marks on the lower half of your abdomen, so there is no way to tighten that skin. Stretch marks mean the elastic fibers in the skin have torn; that skin will NEVER bounce back.

Liposuction is a reasonable option, depending on your goals. You appear to have limited extra skin. A physical exam may change that observation. The scar burden with tummy tuck treatment should always be considered, which your consultant has obviously done.
Would you have extra skin after liposuction? Probably, but the amount of extra skin does not justify the scar burden for some patients. A tummy tuck treatment is also a reasonable recommendation if you were not concerned about the scar burden.
If you were unhappy with the excess skin after liposuction, then you could always get a tummy tuck at a later time. As a general rule, after having children, skin on the abdomen does not tighten or shrink significantly after liposuction. The stretch marks could indicate poor skin tone/elasticity, in which case there would be very little shrinkage after liposuction.
It is important to understand that surgeons recommend a specific procedure(s) based on the goals the patient articulates during the consultation. Depending upon the goals you expressed to the surgeon, either procedure is reasonable, and neither procedure is ideal. In other words, the surgeon’s recommendation may change based on on the bias conveyed by the patient.

What is the best procedure to get rid of the fat I have so I can finally have a flat stomach again?
After evaluating your photos I think a reasonable approach would be to have liposuction to get rid of the redundant fat on your abdomen but a tummy tuck treatment will be needed to get your extra skin removed. Your description (2 children) and photo support your concerns that liposuction is not your best option. It will leave you with loose skin. You have stretch marks, Your skin cannot bounce back. It has lost elasticity. You probably need a tummy tuck to tighten muscles, remove loose skin and liposuction the upper abdomen and flank areas.

Based on pictures, I would be concerned about the ability of your skin to “bounce back” after liposuction alone. You appear to have significant stretch marks to your lower abdomen which indicates you likely have poor elasticity to that skin.

Although you can’t get an accurate assessment of your skin and muscles from the photos. It seems that you could use some liposuction in the upper part of your abdomen, and you do appear to have some stretch marks and skin laxity so a tummy tuck treatment or a mini may be a good option.

You are right to be concerned that liposuction alone may not get you the results you are looking for.
