Without seeing you in person or seeing pictures, it is impossible to give you specific advice. However, at 211 pounds, I doubt that Smartlipo is the choice for you.

Need To Lose Weight First
At 5’6″ and 210 lbs I would recommend weight loss prior to any surgical procedure. Your BMI, Body Mass Index, is roughly 34 which means that you are labeled as Obese. Tummy Tuck vs. Liposuction
If you can post a photograph, we can probably give you better information. In general, liposuction is only helpful for localized fat collections and is thus unlikely to be very useful here, whereas tummy tuck will treat bulging and loose skin in the abdominal area. Abdominoplasty now might not be out of the question, depending on whether you have enough loose tissue that abdominoplasty could make enough of a difference to be worthwhile. Based on the limited information provided however I doubt that you will be a good candidate for either one of the procedures you mentioned. You will likely do much better with significant weight loss prior to proceeding with any type of abdominal wall contouring surgery.
