If you have stretch marks above your belly button they are likely to remain after a TT.
Although most of the skin below the belly button can be removed in someone with your body, removing the skin above your BB would result in excessive skin removal and a whole set of complications that you dont want to visit.

While a tummy tuck remove stretch marks, you should understand that this is a byproduct of the surgery rather than the goal. Stretch marks along your hip aren’t going to go away after a tummy tuck. A tummy tuck removes stretch marks on the abdomen only to the extent that excess marked skin is removed.
During a tummy tuck surgery, the abdominal muscles are tightened and excess skin and tissue are cut away, then the rest of the abdominal skin is pulled firm again. Your picture suggests that you would be a candidate for a tummy tuck. The aesthetic goals of abdominoplasty surgery include removal of redundant abdominal tissue, improved abdominal contour, tightened abdominal muscles, and removal of stretch marks. Most stretch marks develop below the level of the umbilicus where they can be removed with an abdominoplasty.

Thank you for your photo, although a close up of the front would help as well. Some of our patients are thin, and have some excess skin, but the driving force is the stretch marks.
These marks are actually scars from stretching the dermal layer of the skin. The Plastic Surgeon should be able to draw on you where he/she will be taking most of the skin from. The skin outside this area will still have the stretch marks. Typically the marks above the umbilicus will wind up above the scar by the pubis. Stretch Marks & Abdominoplasty
An abdominoplasty can remove the stretch marks you have between your belly button and the lower incision line. Any remaining stretch marks above your belly button will be placed on stretch. Generally, this results in a widening of the stretch marks that remain.
Judging from your picture, you would likely benefit from an abdominoplasty. You would have to be examined to decide on the type of abdominoplasty, and whether all the tissue up to your belly button could be removed. You likely have some separation of your 6-pack muscles since you’ve given birth, and these muscles can be tightened during an abdominoplasty.

Based on your photo, your description of your abdomen, and your goals, it sounds like you’re a good candidate for a full tummy tuck. Tummy tucks remove the skin (and stretch marks) below the belly button and tighten the abdominal muscles. Stretch marks that are just above the belly button will be pulled down to a lower location, so they should be less noticeable.

Tummy tuck should help with stretch marks
A tummy tuck should help your situation significantly. Typically, a football shaped area of skin from your belly button down to your pubic hair area will be removed. Therefore, any stretch marks at or below the belly button should be gone!
If you have a lot of stretch marks (and from looking at the picture you provided), that means you have loose skin and should get a good result by having a tummy tuck.
Sometimes, the stretch marks immediately above the belly button can also be removed, but not much higher. I would recommend getting a consultation with a board certified plastic surgeon to evaluate how much skin can be removed safely.
