Liposuction in Tummy Tuck to make the waist smaller
From your photographs it appears that your skin tone is good but that you have some excess fat beneath the skin. Of the photograph it appears that liposuction to remove excess fat will have the greatest impact on the measurement of your waist. However following liposuction there may be skin laxity or looseness which would require a Tummy Tuck.
I’m guessing from your photograph that you do not have enough loose skin to justify a full Tummy Tuck, and a full Tummy Tuck would be required to tighten the muscles. To pull your waist into a thinner profile. You would do well from a combination of abdominoplasty (tummy tuck) and liposuction. While this will improve your appearance, it is doubtful that it will reduce your waist from your current 33 to a 25.
