Whether one can use the old c-section scar as the inferior location of a tummy tuck incision depends largely on much loose abdominal skin one has. You have a fair amount of loose abdominal skin and your picture suggests that the upper skin flap would have no trouble being stretched out down to your pubic area.

Every horizontal c-section scar that I have encountered during an abdominoplasty has been removed. By definition, a c-section scar needs to be above the pubic bone and the ideal abdominoplasty incision is at or below the pubic bone. Based on your photograph I would imagine that this is also the case. Be sure and have your plastic surgeon place the final incision very low as it appears that you have enough laxity to accomplish this. While it is impossible to say if an abdominoplasty is the right procedure for you based on the limited photograph and without an exam, I usually remove caesarian section scars with my tummy tucks. Many women have a little shelf of skin that hangs over the c-section scar despite how much diet and exercise they may do.
The abdominoplasty scar is typically much longer than a c-section scar and based on the photograph the incision would likely be much longer than what you currently have however it is impossible to do a consultation via the internet so I would suggest meeting with a board certified plastic surgeon in your area to get a full examination, discuss your goals, discuss potential risks and benefits of surgery, and get more information.
